The Single-Family Rental Property Inspection Program Ordinance was passed by the city council to identify single-family rental properties and ensure tenants and landlords of residential rental properties, are involved in maintaining single family homes to city codes and applicable laws. The Single-Family Rental Property Inspection Program is a effective way of ensuring rental properties are registered as rentals and to enhance the quality of life for all residents of San Bernardino.
On Monday, April 7, 2008 the San Bernardino City Council passed the Single-Family Rental Property Inspection Program Ordinance. This ordinance requires all property owners and companies that rent or lease single-family homes, duplexes, or triplexes in the City of San Bernardino to be inspected. The Single-Family Rental Property Inspection Program is self-funded and the ordinance requires a one hundred dollar ($100.00) annual inspection fee to be paid after the annual inspection to pay for the program.
It is estimated that thirty percent (30%) of single family homes in San Bernardino are rental properties and they account for a disproportionately high percentage of neighborhood code violations. This diverts staff time from other code enforcement duties and has a negative effect on the surrounding homes.
In response to this problem the Single-Family Rental Property Inspection Program is underway. Its objective is to improve the overall exterior conditions of rental properties and to provide housing that is does not create blight on surrounding homes. This program is intended to help enhance property values throughout the city.
Inspections of all single family rental properties are scheduled to be completed on an annual basis.
