Norine L. Miller
Norine L. Miller was born in Milwaukee, Wisconsin and came to San Bernardino with her parents. She attended San Bernardino High School and graduated from San Bernardino Valley College. She taught school for a year.

In 1987 she was elected to the San Bernardino City Council and served three 4-year terms, serving on a number of City Council and Regional Committees. Norine also served as the chairperson of the Council Ways and Means and Redevelopment Agency Committees.

One of Ms. Miller's most significant contributions was in creating the funding mechanism for providing annual funding for the City's Fine Arts and Cultural Programs. Additionally, through her leadership and personal acquaintances, she brought major fashion and entertainment personalities to help in the fundraising efforts for the San Bernardino Symphony. She was also instrumental in bringing Maestro Carlo Ponti to serve as the Conductor for our symphony.

With the assistance of some local developers, Ms. Miller initiated and carried to completion the funding and construction of the North-end Soccer Fields Project in the 7th Ward. This particular project expanded and raised the level of youth sports in San Bernardino.

Shortly after leaving the City Council in 2000, she accepted an appointment to serve on the San Bernardino Board of Water Commissioners.
