Although the Finance and Accounting Sections of this Division function somewhat behind the scenes, it is the backbone of the San Bernardino Municipal Water Department. This Division ensures that the management of financial resources is always in compliance with any applicable regulations set by the Governmental Accounting Standards Board (GASB) as well as the industry standards.

The Accounting Section is responsible for the daily management of revenue and expense inflow and outflow. They make sure that resources are available to meet the needs of day-to-day operations for the Water and Water Reclamation Divisions.

The Finance Section is responsible for the data management and analysis necessary for the financial planning of the Water Department. This includes maintaining the annual departmental budget structure, the financial master plan, and the capital improvement plan.
