Matthew H. Litchfield, P.E.
As Director, Matt oversees the operation, maintenance, water quality, geothermal, and construction of new facilities associated with San Bernardino Municipal Water Department water distribution system and water production/treatment facilities. Matt is responsible for maintaining compliance with the State of California Department of Health Services issued Water Supply Permit.

Matt was hired as the Principal Engineer for the San Bernardino Municipal Water Department three years prior to his appointment as Director. As Principal Engineer, Matt was responsible for managing the Engineering section as well as the design and construction of water infrastructure stemming from Capital projects approved by the Board of Water Commissioners as well as all Developer-Driven projects. Prior to hiring on with the Department, Matt worked for Post, Buckley, Schuh, and Jernigan (PBS&J) for six years where he was responsible for the design and project management of multiple water and sewer infrastructure projects.

Prior to his employment with PBS&J, Matt worked for Harza Engineering for approximately 1 year and in the mining industry for 4 years for Interwest Mining, a subsidiary of Pacificorp.

Matt holds a Professional Engineering License (Civil) in the State of California and Nevada. In addition, he has a State of California Department of Public Health (DPH) Water Distribution D4 and Water Treatment T2 certificates. He is also a member of the American Society of Civil Engineers and the American Water Works Association.
