 | .jpg) Stacey attended the University of Houston, where she received both her bachelor's degree and law degree. After passing the California bar exam in 1990, Stacey practiced law in Riverside, California with the law firms Thompson & Colegate and Redwine & Sherrill. Her practice areas included contract, personnel and general liability litigation. In 1996, she became a Deputy City Attorney for the City of San Bernardino, advising the Water Department, among other departments, and handling complex litigation matters. In 1997, Stacey began working for the Water Department as the Deputy General Manager. Her responsibilities included oversight of regulatory compliance, litigation, risk management, contract administration, human resources, and community relations. On July 1, 2005, she was appointed General Manager for the Department. Stacey is a member of the State Bar of California, State Bar of Texas (currently inactive status) and admitted to several Federal district courts; member, American Water Works Association, and Western Coalition of Arid States. She is Chairperson of the Colton/San Bernardino Regional Tertiary Treatment and Water Reclamation Joint Powers Authority; Secretary for the Lytle Creek Water Conservation Association; Commissioner of the West End Water Development, Treatment and Conservation Joint Powers Authority; and sits on the Management Committee of the San Bernardino Regional Water Resources Authority.
